Not sure if you're still looking for feedback on this, buuuut...
I think that if you are going to be a mouse user and like an anime-styled, cel-shaded kind of aesthetic, then SAI will be the better option for you. Its more user-friendly than photoshop in that aspect I think, if only because of its stablizer. Even if you do get a tablet, I think that SAI will still be better if you're going for a traditional, cel-shaded anime style.
What I would actually recommend more than SAI though is Clip Studio Paint (aka Manga Studio). For drawing anime style, you really can't go wrong with it. Its got so many amazing tools -- the stablizers aren't super great imo, but it more than makes up for it with everything else it has. I can't say enough good about it. If its between SAI and CSP -- both cost around the same price, but you'll get more for your money investing in CSP.
Also, there are some cheaper alternatives to the intuos. I recommend Huion, I use the H610Pro from them and it works really nicely~ I would suggest something like the WH1409 that they have there since its quite big and costs about $340 less than the Intuos Large. Just my 2 cents!
